An Bord Pleanala grants Railway Order for Metro North with conditions
RfR note that An Bord Pleanala (ABP) has granted the Railway order for Metro North with conditions.
RfR worked throughout the railway application process including the oral hearings on behalf of residents in the Drumcondra area. The Inspector’s comment that the RPA’s original application to the Board was at best seriously deficient comes as no surprise to residents along the entire route.
RfR welcome the decision of ABP to extend the Property Protection Scheme to cover the impacts of deep excavation, soil compaction, pile driving, temporary works and enabling works as well as the tunneling works. RfR lobbied for the scheme to remain the responsibility of the RPA, not the contractor, and are pleased we were successful in this regard.
With regard to airborne noise RfR welcome the fact that compliance is to be based on combined sound levels.
RfR are disappointed that the Ventilation Shaft and Cross Over Tunnel directly adjacent to St Patrick’s Junior school are not included in the ”named location” section which are to have site-specific schemes of mitigation measures agreed with DCC.
RfR note that ABP does not allow for blasting at night.
RfR welcome the recommendation to set up a grievance resolution procedure in relation to environmental issues.
RfR welcome the decision not to use Ferguson Road, Walsh Road or Homefarm Road in the movements of construction traffic.
